[C38] cut cockpit floor

Double-check the rudder packing.  I had a bad leak, but it turned out that
the packing gland had pulled out of the rudder tube so water just flowed in.
I mixed up a bunch of epoxy, with silica filler, and epoxied it back in
place.  I gooped epoxy all over the underside of the flange that had pulled
out.  I haven't checked how watertight it is, but at least I know it won't
pull out.  Some other people recommended using 5200 to glue it back in.
That may have been a better idea, I guess I'll have to wait and see.

Dear Russ: I dont think that you need a photo. This has to be one of the
simplest modifications that you can make. Tom has done it too.
I will make a photo for you this weekend. 

Im worried about packing the gland on the rudder post correctly, this time.
Got it wrong last summer, and it leaks like mad. Gawd, removing that
quadrant for the wheel and the extra stuff for the autopilot is a bear. I'm
going to get someone who knows what they are doing to help me cut and place
the packing .
