[C38] Emergency tiller

That's pretty long compared to mine.  My tiller is only about 2 ½ feet long.

Russ: Ours faces forward and sort of works over the top of the compass when
I remove the wheel. It would be a problem if lots of wind and weather helm,
I guess.
