[C38] engine access

JACE had a plastic hatch installed in the cockpit sole.  I wouldn't
recommend that.  I have since replaced the hatch door with one made from
two layers of 3/8" marine ply fiberglassed, painted with LP and sanded
non-skid, with a stainless bar latch with wedge, and stainless hinges.
