[C38] Forward water tank

Don't forget to add venting.  A prior owner of JACE had put one in with
no vent.

It gradually filled up with air and would get "vapor locked" preventing
filling.

It was under the settee on the starboard side, so finally I removed it
to make more storage space.

Also it will still have to be fastened securely.  it will weigh almost
200lbs when full, and can present quite a blow to whatever it hits.

Also if it lies flat, it will tend to always have some water in it that
will not reach the outlet.  And make suer it is one that can be "shock
treated" with Chlorine.  I have heard that some cannot stand chlorine,
and that is one of the best ways to clear a tank.
