[C38] The deck/hull joint

Phil, I have a leak every winter just aft of the nav station right around the deck drain, I give it a quarter turn and the leak stops.  last year I went and tightened the nuts I could easily get to and was very surprised how much some of them tightened.  A few needed a screwdriver topside as well, not many maybe half a dozen.  I've contemplated adding another nut to better lock them in place.

One of the things on my long "to do" list is to tighten all the bolts
through the hull to deck joint.  I am hoping that this will stop some of my
leaks.  I know that I have a water leak around a "preliminary" bolt through
the hull to deck joint that is covered over by the toe rail.

I plan on taking a roto tool to this joint this spring (had planned on
doing this last year, but ran out of time).  I suspect I am getting some
leaking in heavy seas, which I saw a lot of over the past two years.  
It is filled with some kind of caulk and my thinking is to route at
least 1/4 inch and then fill it with 5200.  Has anyone done this?
