[C38] How about a Burgee?

I'm still liking the original #3 (this will get confusing if we go through
too many rounds/revisions).  It is simple and restricting the colors will
keep the cost down...designers have a saying that graphics should be legible
in black and white, and fewer colors accomplish that goal.  Regarding UV and
fading, I will say that red is the least resistant color for fading...while
I like the original #3, my only suggestion to deal with the fading issue
would be to change the entire arrow from red to blue (how about navy/flag
rather than the royal, shown?).
