[C38] Edson tiller to wheel conversion, both CDI (rack and pinion), and traditional cable/quadrant.

Ken said the reliability on both systems, CDI, and traditional cable, is the
same, and CDI is more expensive.  Therefore the factory installed
cable/quadrant system is the most flexible (and most available on the after
market).
