[C38] cabin steps loosening

We solved the step-creep problem with a single barrel bolt at the top of the steps on the Port side. I also glued thin rubber non-skid to the bottom of the legs. No more creep and no more scuffing of the sole by the legs flexing against it.

    Stomping on the top stem jams and secures my steps. Examination of
    the screws suggests they have not been adjusted in 32 years.
