[C38] dodger frame

Max, ours comes off very easily, two screws and two rings and it's off.  We
generally take it off for long distance races if someone is going to meet us
at the finish and they bring it to the finish in their car or truck so we
have it for the delivery.   Also, we have zippered windows in the dodger so
we can take the windows out and leave the top and frame on.  That is a bit
convenient too.
