Basically this is a random wire antenna.  This is pretty standard on HF,
and needs no conneciton at the top.  All that is needed is the
connection to the tuner at the bottom.  Only one caveat is to make sure
the connection from the tuner to the wire is well insulated because the
RF at that point can get pretty high, depending on the match to the wire
which is tuned by the tuner.

The attached is a drawing which will help explain.

The rope is in essence being used to contain the wire and insulate it
from being grabbed.  Think of the rope as the external layer of a double
brade, to absorb abuse.  The wire inside is the antenna.  The extra
length is to be used as a halyard to raise the antenna.
