[C38] scuppers, rudder post, and steering quadrant

The scuppers, rudder post, and steering quadrant appear identical to
those on Discreet Charm, C38#50 1980. We replaced one scupper with a
jury rig and repaired the others. We have replaced the stuffing in the
rudder post gland. With 4 people in the cockpit and 3/4 throttle, the
stern squats and water enters the cockpit through the scuppers. It will
also enter the cockpit during a hard saiI. I have rubber plugs to seal
the scuppers under these conditions.
