[C38] Seconded. Meaningful subject lines please

Forgive the rookie here!  Just got my id and pw working today, so I'm in
catchup mode.  Will strive to modify the subject line for the new inquiry.

Let's all try to pay attention to the subject line when raising new issues.
I realize we will slip from time-to-time, but it is important as has been
remarked.
