Just finished tiller to wheel conversion. It is 11 tooth sprocket and 19in chain and 13ft cable sounds right

our emergence tiller but found it was totally inadequate because of the
short length.

Our cable had broken but our sprocket was OK so my repairs were easier than
yours but one thing we did learn was to take off the wheel and grease the
spline shaft well with waterproof trailer bearing grease so we would easily
remove it if needed in the future. We replaced the nut with only a snug fit
so it could be removed with a Crescent wrench.

With the wheel removed using the emergency tiller is much easier because it
gives you room to use more muscle.  One added benefit was we could now
remove the tiller when having swim call making it easier for swimmers to
climb in and out of the cockpit via the swim ladder.  It also made it
easier for us to get to the dinghy, especially when carrying bags, coolers,
etc.  We  would just place the wheel on the port side over the engine panel
and bungee it in place for a temporary storage.  When we need to go, it
took only seconds to secure the wheel back on the pedestal.

As far as parts for your pedestal, you may have to weld the broken teeth or
improvise a different sprocket because many of the binnacle parts for our
boats are no longer available except through salvage.  Good luck.
