[C38] the "other" HIN

Hi, Peggy,
	I don't know about the HIN being hidden, although I don't doubt that it
might be somewhere on board.  However if that is not available, the HIN
should be on the bill of sale and title.  If the boat were surveyed it
will also be on the survey form.
