[C38] PHRF Rating

After N2E I had the same thoughts.  Perhaps we could petition NOSA to reconsider our rating.  It clearly was assigned in a prior era of technology and in order for us to dompete fairly we need a better number.  Did someone say 129.0? That would be great.
