[C38] steering post leak

[Mark Lewis]

Converted from tiller to wheel and added a packing gland to "cut-out"
rudder post. I put a harness on the rudder to prevent it dropping out, and
much to my surprise and delight, the rudder floats and I had to push it
down to get it out of the way to cut the tube for the quadrant and packing
gland.  Mine doesn't leak, even when underway, motor or sail.  Got the
packing gland used from Minney's (SoCal), so it was not a factory original.
