[C38] Keel bolt replacement

Hi Steve. It's the leading edge and runs back a couple of feet...not a
large gap, more of a "big hairline".

I hit hard (full speed on my final run to a start) and had it repaired
three separate times. After each repair I raced several races, never hit
anything and it was cracked again when I pulled it out for the season.

Given the circumstantial evidence, I'm thinking I at least need to re-bed
it.
