I waited to see if someone else would mention it.  But rats in a harbor
are a major menace to people, boats , animals and cargoes such a food
stuffs and clothing.  If in the US, you should contact the local vector
control office, as well as the harbor master.   Likely they will just
take a report.  However, if they accumulate sufficient complaints, they
will investigate to make sure there is not some kind of issue that needs
to be addressed.  If you are near or in a commercial harbor, there could
be bad containers making home and food for rodents and other pests that
requires remediation.
