Also check the antifreeze level in the reservoir and if it is full, then take the bleeder nut off the top of the thermostat and check if is full. Sometimes there is an air lock and the fresh water coolant won't circulate. This happened to me when I replaced my water heater hoses.

Water mixed with exhaust is not a diagnostic for engine overheating.
