[C38] Water in the Bilge

Greetings to all,
This is my first inquiry to this list serve, so I really appreciate everyone's time and attention.
I currently have a 1983 Cat 38 which I acquired in Aug 2017.
Years ago I had a Catalina 27 and the bilge was always dry as a bone.

In my Catalina 38 there has always been water in the bilge. I have rewrapped the base of the mast but it really hasn't changed anything.
I do not know where the water is coming from. I am pretty sure it is not internal plumbing.
It has hastened the delamination of the floor board that covers the bilge. I am in Baltimore and right now and she is on the hard with a full boat cover that I had custom made. I would like to get a handle on this challenge before the season starts.
Here are my questions:

1.       Is this common for the Catalina 38?

2.       Is there anything I can do about it?

3.       What things should I be checking to help reduce water in the bilge?
