[C38] Outhaul rigging

Yeah I'm assuming I'm going to break the screw off when I bring out the
impact wrench as last resort.  Already hit it with pb blaster .

 Plus I'd like to think about converting to a loose foot and run the
controls back to the cockpit though, maybe with our tiny main that isn't
worth too much?
