[C38] My toilet is always full

It is most likely the joker valve has worn out and allows waste to backflow.
You can replace just the joker valve for probably 20 bucks, but that
requires some messy disassembly.
You can also replace the entire pump assembly. That is pretty easy, usually
just a few screws and a couple hose clamps.
I did this on my Jabsco toilet last year for $100.
