[C38] cut cockpit floor

Good luck with the rudder post packing, Don.  On my boat, the gland is just
designed wrong.  There is no way to keep the packing in place.  I hope yours
is not the same.  I was going to do something like this on my boat:

yet (and I really don't want to work on the rudder or steering again anytime
soon).
