[C38] Handicap rating

I have a phrf rating of 123.I also have the shoal draft. The base rating I have is 120 plus I get the extra three seconds for a three bladed prop.
The previous owner had a rating of 129. I think they gave him 3 sec for shoal draft,3sec for the 3blade prop and 3sec. for roller furling headsail.
I have tried to get that same rating but so far have had no luck. Our rating chairman is in my class, wonder if that has anything to do with it?
