One thing that has worked for me is to brush the area with acetone. I used
a bronze brush and exercised patience. The varnish did come off with
minimal effect on the fiberglass.

Subject: [C38] Varnish Removal

I have removed the grab rails from the deck to rebed and varnish, I have
been trying to clean up the deck the area around the bases of the rails
where over the years someone has not done such a good job of keeping varnish
off the deck. Does anyone know of a product or easy way to remove the old
varnish? Thanks.
