[C38] Cat 38 dues

I don't know a lot about the mechanics of paying online, but I know the
credit card company takes a percentage and I'm guessing that the folks at
PayPal do it for a profit as well.  It's probably only a buck on dues, but
if we extend it to Association merchandise and/or Championship registration
fees, etc, it could add up to something over time. So, should we add a
service charge to cover that, or accept the lesser revenue?
