[C38] Cat 38 dues

Steve,

Steve and I talked about this last week. For the time being we're going 
to eat the $1.03 as an association on the dues for right now. If this is 
not something the association wants to do, I have no problem changing 
the fee to $26 for online payments to cover the difference. It would be 
nice to get some input from the crowd on this.
