[C38] Emergency Tiller

I sailed quite a ways once with only a bucket tied to a bridle around the
aft cleats for steerage.  We balanced the helm by the sails and just used
the drogue bucket for trim.  Our boats balance well with a loosely trimmed
main.  The bucket worked quite well until we tried to dock in a summer
thunder clapper storm but until then it worked just fine.
