[C38] Propane locker

Hi, Steve, 

	Please do not put the propane below the waterline.  Please put it above
the waterline, and bleed it to open air at the bottom.  I have a friend
who was lucky enough to be blown off a boat that exploded.  His friend
was below, and didn't survive.  This is not trivial, nor just a coast
guard requirement, it is essential for your own protection.

	Propane is heavier than air, and will collect in the bilge and inside
the boat.  Take every precaution you can to make sure that doesn't
happen.
