[C38] do the tiller to wheel conversion last, if at all

Ken: Ive been thinking. The tiller-to-wheel convert should be way down 
your list (it is huge, expensive, and hard).  Your engine works, fix up 
the electricity, have the rig checked for integrity, and go sailing. We 
envy you the SoCal Islands and being able to sail without getting cold. 
We have the SoCal gleam in our eye, Karin wants to sail Catalina, maybe 
next summer!
