[C38] J measurement

Interesting about the "from Measurement or brochure" question on the PHRF
Cert.  I'm Secretary of the Gulf of Maine Ocean Racing Association (GMORA)
and we're putting the form on-line to do away with paper and paper
shuffeling...but that's not a PHRF-NE question...maybe we should add it?!?
