Steve, the question is on the Application Form only, it does not show up on the Rating Certificate. Check out the Chesapeake Bay PHRF at www.phrfchesbay.com . Click on Obtain a Valid Rating... , then in the first paragraph click on PHRF Application Form, on the Form it is the 3rd line under question 2. Sailboat .... . A new thing that the Chesapeake Bay PHRF started doing last year and continues this year is to give boats a Spinnaker Rating and a Non Spinnaker Rating. In most cases a displacement boat has the same rating for each. The exception would be if the boat carries an assymetrical spinnaker it is 3 seconds faster. The boats that have the biggest difference in ratings is the Sports Boat category where most likely they are designed to carry an assymetrical.
Particapation has dropped off over the last couple of years and in some races if there are not enough boats in the A, B, C/D spinnaker classes the boats have the option of racing Non Spinnaker and the ratings are already on the certificate and make it easier for the race committees.

Interesting about the "from Measurement or brochure" question on the PHRF Cert. I'm Secretary of the Gulf of Maine Ocean Racing Association (GMORA) and we're putting the form on-line to do away with paper and paper shuffeling...but that's not a PHRF-NE question...maybe we should add it?!?
