[C38] repair of C38 Signet Instruments

Kerry: Call Signet and talk to their tech people 
(http://www.signetmarine.com/). They fixed mine for much less than 
replacement. They also installed new faces such that the instruments 
look new. Still going 6 years after the repairs and 33 years after the 
install.
