[C38] Tuning Guide

I used to be real slow with a pretty soft rig. I hired Atlantic Spars from
Annapolis to tune the rig now very very tight and I am very fast. Beating
boats that I always lost to by alot, two starts two bullets. About the same
conditions both times 8 gusting to 15.
