[C38] Exhaust riser

Hello all. It seems that water is settling in the lower elbow at the bottom of the exhaust riser where it attaches to the manifold. The old Universe runs great, but the water
has rusted out the pipe where it attaches to the top of the lower elbow that was replaced just 3 years ago.
I checked the elbow at the top where the small hose connects and routes the hot water from the motor to the muffler tank and it is functioning as it should. Does anyone have any suggestions as to where the water could be coming from.
