Some people have had some problems with soft spots on the cabin too, on both sides of the companionway, due to Poot sealing of the traveler mounting blocks.
Also check around the mast collar. I’ve heard about someone with a soft spot around it.
Hull osmosis might be a point of concern, unless a proper blister job has been done previously.
As you said, take a good look at the chainplates.  A must on any  36 years old boat.
Take a good look  at the stainless attachment point on the hull for the wire coming from the aft lower chain plate. They came poorly fiberglassed and some extra layers of fiberglass were needed to strengthen The  bond. Same for the lumber blocks on the bilge that add rigidity between the hull and the cabin sole.

The lumber in a hull attach point you are referring to, is the one for the backstay???

Yes I know there are a thousand and one things that need to be considered. This will be my third sailboat project. I am more interested in items that are unique to the CAT 38. An example is the Back Stay mount point. helm Deck Rot. Chain plates why would you use lumber along with a hull attach point? These are some areas that are in need of repair. What other items are of significant concern.
