No. It means it is laid up ashore, usually in a boat yard. Mine is currently on the hard. Historically, Hards were places that had been made 'hard' so that ships could be built on them before the days of dry docks. Over time shipbuilders houses and workshops sprang up around them. There is a complete 'hard village' preserved at Bucklers Hard in Hampshire. UK.
