[C38] Spinning water pump shaft and no spinning impeller

Hi All

Five months ago I replaced the raw water pump and when I turned on the
engine after a couple of months of inactivity I noticed that no water was
coming out of the exhaust port.
I concluded that the new impeller was not spinning.
I opened up the pump cover and saw that the shaft was indeed spinning but
not the impeller.

I replaced the impeller with an older one  that I had saved from a previous
maintenance and this worked.

Barring a manufacturing defect on the impeller's central keyed ring, what
else could be wrong? The pump shaft looks OK (visually).

The impellers are not cheap for some reason.
