[C38] Transmission cable?

Hi All
I heard an unusual noise when engaging the forward direction on the
transmission. The noise was absent when in reverse. It seems to me that the
lever does not have enough travel in the forward direction thus the cable
which eventually selects the gear may not pull far enough. The binnacle's
tubing is in the way of the forward/reverse lever so I think I may need to
adjust the cable below.

Couple of questions:
1) Is it possible that the cable needs to be adjusted? I don't know if it
has ever been touched.
2) When requesting forward, does the lever touch the binnacle's tubing?
Should it?
3) Where is the access for said cable?
