[C38] starter button

    There is a J33 in PHRF with a sprit that they hit 9 seconds. I do 
not know the length. The boat is Nitro. PHRF treats it like a penalty 
pole. In our rating system your rating changes after every race based 
upon your performance so it will depend on how much it helps us. Joe
