[C38] Possessory Interests

we have paid possessory interest tax on our Santa Barbara slip for 15 
years. I do not know how they missed you in the past but I suggest that 
you do not mention it. Possessory interest tax is paid by all lease 
holders large and small (think oil platforms) that hold leases on 
government owned land. They are taxing you for the value of your lease. 
In Santa Barbara we lease from the city who tells us we have a personal 
license, not a lease and it is month to month. The county assesses the 
tax and they tax it as a long term lease with a value they assign of 
around $22,500. Don't even ask how they decide the value of the lease. 
The only thing you can do is smile and pay it. Or don't smile and pay it 
- they could care less. It is nothing new - as a public finance 
economist (one of my aliases) I did a study on possessory interest taxes 
on an equestrian center in LA County in 1966. Joe Launie/macavity
