[C38] Attention Northwest and East Coast Fleets!

For what it's worth (since I'm probably not going to make a "Fleet party") I
support the proposal for the Association to contribute to Fleet social
events.  If we go forward with the idea I'm sure we'll get fleets popping up
all over the place (sarcasm) and we'll drain the treasury...but I do like
the once per year provision to keep it fair to others.  My feeling is that
we are a few members dispersed over a wide geography and that we as a group
should support those who are trying to keep things alive physically, not
just through the internet (not that the net is a bad thing).

I do also think that while we have some funds now, that we should include a
date to look at the success of the proposal (say, 3 or 5 years out) so that
we have a [fair/legitimate] way to rescind the program if needed.
