[C38] mast winch

I do like the lashing chaining idea. The only problem I can see is the
large amount of cable that will be let out may not go back on the winch
evenly and jam, even with me guiding it since the winch can move side to
side may be a problem. I have some ideas though. Short shackle it to mast
collar to limit the side to side movement.
